According to the Vermont Department of Health, an outbreak of Legionnaires disease is being investigated at the Village at Cedar Hill, part of the Cedar Hill Continuing Care Community in Windsor, Vermont. As of January 29, 2025, six cases have been confirmed, with one resulting in death.

Understanding Legionnaires Disease

Legionnaires disease is a severe form of pneumonia caused by Legionella bacteria. Symptoms typically appear within 2 to 14 days after exposure and include:

  • Cough
  • Fever
  • Headaches
  • Muscle aches
  • Shortness of breath
  • Confusion
  • Diarrhea or nausea

The disease is treatable with antibiotics, but certain groups are at higher risk,including individuals aged 50 or older, current or former smokers, and those with chronic lung conditions.

Investigation and Response

The Vermont Department of Health is collaborating with the Village at Cedar Hill to monitor the situation and implement public health recommendations. Notably, exposure to Legionella bacteria within the facility may have occurred as recently as January 20, 2025, indicating the potential for additional cases to emerge.

Legionella bacteria thrive in human-made water systems that are not properly maintained, particularly the hot water system, which includes shower-heads and sink faucets, hot water tanks and heaters, and the plumbing system. The bacteria are usually transmitted through aerosolized water droplets and are generally not spread from person to person.

Health officials advise maintaining a high index of suspicion for legionellosis among adults with pneumonia, especially if they have been associated with the Village at Cedar Hill. Testing for Legionella is recommended for adults with symptoms of pneumonia, using both urine antigen and sputum/respiratory culture. Suspected and confirmed cases should be reported to the Health Department.
